Non Nuoc Mountain was discovered and exploited by Mr. Truong Han Sieu. He named the mountain Duc Thuy Son. Along the way up the mountain there are bunkers with traces of wars. There is also a statue of hero Luong Van Tuy, a young communist who bravely crossed the bombs to plant the flag of the Communist Party of Vietnam on the mountain. Due to deposition of sediment thickness associated with the history of Ninh Binh formation, Thuy Mountain and Van River became the unique symbol of Ninh Binh city.
At the foot of the mountain there is Non Nuoc Pagoda, an ancient pagoda that is hundreds of years old, was built during the reign of King Ly Nhan Tong under the Ly Dynasty, and the temple of Truong Han Sieu,a Ninh Binh people and a great mandarin from the reigns of King Tran Anh Tong to King Tran Du Tong, was called "Master”with reverence by the Tran Kings. He and Dr. Nguyen Trung Ngan wrote the "Hinh Thu" Law and the book "Hoang trieu dai dien", laying the ground work for the feudalism of Vietnam operating under the law. Truong Han Sieu was worshiped in Temple of Literature when he died.
